Industry Letter: MA Film Incentive Improvement

Over the past couple years, MPC has been working with the Governor’s office and legislative leaders to strengthen Massachusetts’ film and television incentive program and keep the Commonwealth competitive in a challenging production environment.
One important improvement we have advocated for is extending the current 12-month qualifying period for production expenditures. The existing restriction can be particularly challenging for episodic productions, documentary and nonfiction features and series, and productions completing post-production or returning for additional photography in Massachusetts.
We’re pleased to report meaningful progress.
The House included language in its Economic Development Bill extending the qualifying period from 12 months to 24 months, and the same provision has now been proposed as an amendment to the Senate version of the bill.
The legislation will ultimately need to be reconciled through a House-Senate conference committee. Industry support will be important as the House and Senate work toward a final bill, and we want to make sure our letter continues to reflect strong support from businesses and organizations across the Massachusetts film and media industry.
MPC will be updating and recirculating our industry business support letter to legislative leaders.
