MPC Supports Federal Film Incentive Legislation to Keep Production Jobs in the U.S.
The Massachusetts Production Coalition (MPC) is joining industry organizations across the country in supporting new bipartisan legislation to establish a federal film and television production tax incentive. With productions increasingly moving overseas and American jobs being lost, we're encouraging our Massachusetts film and media community to help build support for this important legislation.
About the Legislation
The Motion Picture, Television, and Entertainment Revitalization Act (MPTERA, H.R. 10582 / S. 5552), introduced in Congress on September 24, would establish a 20% federal tax credit based on qualifying U.S. production labor costs, with the potential for higher credits of up to 30% for qualifying productions, including independent productions.
Importantly, the federal credit would work alongside existing state incentive programs, including Massachusetts' film tax incentive.

Why This Matters for Massachusetts
Film and television productions are increasingly moving overseas, drawn by substantial production incentives offered by other countries. These aren't just jobs being lost in Hollywood. They're productions that could otherwise be filming in Massachusetts, employing local crews, utilizing our studios, and supporting local businesses across the Commonwealth.
Massachusetts has spent two decades building a strong film and television industry, supported by a skilled workforce, growing infrastructure, and a strong state incentive. But even with these advantages, our industry faces a significant challenge when productions choose to leave the United States altogether.
A federal incentive would help make the U.S. more competitive internationally, giving Massachusetts a stronger opportunity to attract productions, sustain local employment, and build on the industry we've worked so hard to establish.
MPC supports this bipartisan effort to bring more film and television production back to the United States, supporting jobs and economic activity in Massachusetts and across the country.
